What does the Water Quality Program do?

We manage Chattanooga's stormwater, natural water bodies, & green infrastructure

  • Stormwater runoff is rain water that is not absorbed into the ground because it falls on hard, impervious surfaces like roofs, roads, & parking lots.

  • When water runs off these surfaces, it can pick up pollutants that go directly, untreated into our water bodies.

  • We work to improve the quality and quantity of stormwater & it's impact on our ecosystems.

Stormwater Regulations Board 


The Stormwater Regulations Board (SRB) reserves the possibility to meet the 3rd Monday of each month.Meetings are held at 3:00 p.m. in Conference Room 1-A of the Development Resource Center at 1250 Market Street, Chattanooga, TN 37402. The Board is required to meet at least quarterly. Other meetings are scheduled according to whether there is an Agenda. Please contact the Water Quality Program at 423-643-5877 to confirm SRB meetings.

Stormwater Control Measures (SCM) Inspection & Maintenance


All SCMs (e.g., detention ponds, oil skimmers, bioretention ponds, pervious pavement, etc.) shall be inspected at least quarterly.

The collection of these quarterly reports shall be submitted annually to the City Water Quality Program. Directions for annual submission and a copy of the Inspection and Maintenance Form are provided below.


The below link for Qualified Vendors is a list of companies who perform SCM inspection and/or maintenance.

The Water Quality Program periodically holds workshops to train individuals on the requirements of SCM inspections and reporting. This list contains companies with varying abilities and degrees of expertise. It is recommended that a property owner obtain at least three bids prior to contracting with a company. The City does not recommend or endorse one company over another. If the company you're currently using or desire to use is not on the list, you may have that company contact the Water Quality Program (ChattanoogaWQ@chattanooga.gov) to obtain information about or RSVP for the next scheduled workshop.



*NEW* Beginning January 2021, all inspection and maintenance forms (IM Form) shall be signed by a certified individual. The City shall consider an individual as certified if they have attended and are in good standing with both the City's SCM I&M Workshop and the State's Permanent Stormwater Management Training course.

  • The City course is a free 3 hour course providing an introduction of stormwater, stormwater control measures, the City's program and to train individuals on the completion and submission of inspection and maintenance forms. The City will offer additional SCM Inspection & Maintenance Workshops in 2020. Dates for courses will be posted on this webpage. You may also inquire of upcoming training by emailing ChattanoogaWQ@chattanooga.gov.
  • The State course is a paid 2 day technical workshop requiring individuals to pass a test before being certified. Two to three classes per year are typically offered in various cities around the state. Check their website for class schedules www.tnstormwatertraining.org.
