The CABR 2019 is divided into five major sections: Introduction, Guidelines, Financial Overview, Human Resource Administration, and the Appendix.

Section A: Introduction - gives a profile of Chattanooga with selected useful service, demographic, economic, and statistical information, a message from the Finance Administrator, an organizational chart, and City officials.

Section B: Guidelines - informs you of guidelines and rules adhered to by the finance department of Chattanooga, as well as budget policies, model, procedures, a calendar, and the budget ordinance.

Section C: Financial Overview - summarizes the overall financial condition of Chattanooga, where we have been, where we are, and where we are going. This is followed by detailed discussions of program functions such as General Government, Finance and Administration, Public Safety, Public Works, Recreation, Debt Services, Capital Outlay, and Social Services.

Section D: Human Resource Administration - gives an outlook on the benefits provided by the City of Chattanooga, position changes, its personnel detail, and pay plan tables.

PROPERTY TAX RELIEF PROGRAM

The Office of the City Treasurer administers a state funded Tax Relief Program to help taxpayers 65 or older, disabled citizens, 100% service disabled veterans, and widow(er) of 100% service disabled veterans pay their property taxes. Applicants must meet the eligibility requirements to qualify for the program. Please note that Tax Relief benefits are available for both City and County taxes.

Eligibility Category Elderly Homeowner

 Are you or will be 65 years or older by 12/31/2018?

 Do you own and live in a home in the City of Chattanooga that is your primary residence?

 Is the total income for you, your spouse, and all parties listed on your property deed less than $29,270 for the 2017 fiscal year?

Eligibility Category Disabled Homeowner

 Do you have a total or permanent disability rating from the Social Security Administration that occurred before 12/31/2018?

 Do you own and live in a home in the City of Chattanooga that is your primary residence?

 Is the total income for you, your spouse, and all parties listed on your property deed less than $29,270 for the 2017 fiscal year?

Eligibility Category Disabled Veteran Homeowner

 Do you have a 100% total and permanent disability rating from a service-connected disability?

 Must not have been dishonorably discharged from any armed services.

Eligibility Category Widow(er) of Disabled Veteran Homeowner

 Property tax relief shall also be extended to the surviving spouse of a disabled veteran who, at the time of the disabled veteran’s death, was eligible for disabled veterans’ property tax relief. For more specifics see property tax relief pamphlet (6) for details.

CITY OF CHATTANOOGA TAX FREEZE PROGRAM

The City of Chattanooga Tax Freeze Program was implemented to help seniors and disabled veterans by freezing the property tax amount on their primary residence (including Mobile homes) for future years. Applications must be submitted and approved annually. Applicants must reapply every year to participate in the subsequent year.

Please note that any improvements to the property that change the assessment value will be factored into an increased tax amount, regardless of your tax freeze status.

This comprehensive annual financial report is divided into five major sections: contents, introductory, financial, supplementary, statistical and single audit. The introductory section includes a transmittal letter, the City's organization chart, and a list of government officials. The financial section includes the general purpose financial statements and the combining and individual fund and account group financial statements and schedules, as well as the independent auditor's report and the Management's Discussion and Analysis. The single audit section includes information related to the Single Audit Act of 1984 and U.S. Office of Management and Budget Circular A-133, "Audits of States and Local Governments, and Non-Profit Organizations." The statistical section, which is unaudited, includes selected financial and demographic information, generally presented on a multi-year basis.
