Water Quality Emergency Spill Response

Emergency Spill Response

The City of Chattanooga operates its Water Quality Program under the provisions of the State of Tennessee NPDES MS4 Permit Number TNS068063. Part II, Paragraph C.7.e of the permit requires the City to develop procedures to prevent, contain, and respond to spills.

The Water Quality Program staff serves as the "subject matter expert" in areas of environmental risks and hazards and provides the Chattanooga Fire Department Incident Commander with information needed to contain and confine the spilled materials and coordinate efforts for site remediation. The major objectives of the City of Chattanooga Water Quality Program are to respond to spill incidents in a reasonable time period when contacted (within thirty minutes to an hour) and to coordinate with all departments, agencies, and contractors to eliminate or minimize the impact of the spilled material in the stormwater system and the environment.

All responders from the City of Chattanooga Water Quality Program spill response program have completed the Hazardous Waste Operations and Emergency Response (HAZWOPER) training at the Hazardous Materials Specialist level in accordance with 29 CFR 1910.120 and they are receiving 8 hours of HAZWOPER refresher annually.
