Program Updates

The City of Chattanooga is committed to keeping residents updated on the progress of all Consent Decree projects at each stage. The City’s effort to offer the best possible wastewater service to its residents is at the heart of this program. Updates on the progress of the overall program will be posted here.

Several of the projects involve sewer line rehabilitation or replacement. Pipe rehabilitation is a process of lining the existing pipe to repair cracks or defects. Pipe replacement involves removing the existing pipe and installing new sewer lines. The majority of the pipeline rehabilitation will be performed using trenchless rehabilitation techniques.  Trenchless rehabilitation allows the City to conduct pipe repair while limiting disturbances to areas near the work site.  Work will be conducted within sewer easements but crews may also be working in the roadways. The work in some areas will require contractors to dig trenches to replace or rehabilitate portions of the pipe. Heavy equipment may be visible in the area throughout the project. Prior to any work being performed, citizens in the area will be provided with information about possible construction impacts such as roadwork or easement access.

Current Projects

Agawela Drive Stream Restoration
Current Project Phase: Construction
This project involves the restoration of a tributary of the South Chickamauga Creek and is designed to improve the water quality in the tributary and the creek.  The project is expected to restore a minimum of 1,500 feet of the creek.
Construction is expected to be completed in Winter, 2017.
 
 
 
Carter Street Sewer Rehabilitation
Current Project Phase:  Construction
This project involves the rehabilitation of approximately 800 feet of pipe from under an abandoned industrial landfill that connects the Carter Street Sewer with the Tannery Flats Interceptor.  This project will improve the reliability and structural integrity of the existing pipe and will remove unwanted inflow and infiltration from the system. Trenchless technology methods are being analyzed to reduce construction and pemitting costs.
 
Construction is expected to be completed in Winter, 2016.

 

Citico Pump Station and Combined Sewer Overflow Treatment Facility (CSOTF) Updates
Current Project Phase:  Bidding
This project involves making capital improvements to the Citico Pump Station and the Combined Sewer Overflow Treatment Facility (CSOTF).  This work includes the installation of new pumps, piping, valves and instrumentation in the CSOTF and the rehabilitation of pumps, valves, electrical and instrumentation equipment at the pump station.  These improvements are designed to improve the capacity, performance and reliability of the station and help to reduce sanitary sewer overflows in the area.

Construction is expected to begin in Winter, 2016.

 

DuPont Pump Station and Basin Improvements - Phase 1
Current Project Phase: Construction
This project involves a Sanitary Sewer Evaluation Study (SSES) of approximately 241,000 feet of pipe to identify areas where unwanted groundwater or stormwater can infiltrate the sewer system. From the SSES, approximately 27,500 linear feet of sewer and service pipelines will be rehabilitated and 1,800 linear feet of pipeline will be relocated out of an environmentally sensitive area.  These repairs will help reduce sanitary sewer overflows in the area.

Construction is expected to Completed in Spring, 2017.

 

DuPont Pump Station and Basin Improvements - Phase 2
Current Project Phase:  Design
This project involves making capital improvements to the DuPont Pump Station that includes a new wet weather pump station and a new wet weather storage basin. These improvements are designed to improve the capacity, performance and reliability of the station and help reduce sanitary sewer overflows (SSOs).

Construction is expected to begin in Summer  2017.

  

East Brainerd Pump Station Upgrade
Current Project Phase:  Construction
This project involves making capital improvements to the East Brainerd Pump Station that include the replacement and upgrade of existing pumps, piping, valves, electrical and instrumentation equipment at the current facility.  Additionally, this project includes the upgrade and replacement of portions of sewer lines in the area to accommodate the upgraded pump station.  The upgrades will allow the station to increase its capacity, performance and reliability and help to reduce sanitary sewer overflows in the area.

Construction is expected to be complete in Spring, 2017.

 

Enterprise South Industrial Park (ESIP) Pump Station Force Main and Interceptor Upgrade
Current Project Phase:  Construction
This project involves making improvements to the Enterprise South Industrial Park Pump Station including the replacement and upgrade of the pumps, piping and instrumentation at the current facility.  Additionally, the project includes the replacement of approximately 8,500 feet of existing pipe and the installation of approximately 4,800 feet of new pipe.  The upgrades will allow the station to increase its capacity, performance and reliability and help to reduce sanitary sewer overflows in the area.

Construction is expected to completed in Winter, 2017.

 

Focused SSES and Rehabilitation - Chattanooga Creek 4
Current Project Phase:  Design
The project involves a Sanitary Sewer Evaluation Study (SSES) on approximately 62,000 linear feet of pipe to identify areas where unwanted groundwater or stormwater can infiltrate the sanitary sewer system.  From the SSES, approximately 43,000 linear feet of sewer and service pipeline and the associated manholes will be rehabilitated. These repairs will help reduce sanitary sewer overflows in the area. 

Construction is expected to begin in Fall, 2016.

 

Focused SSES and Rehabilitation - Dobbs Branch 3
Current Project Phase:  Construction
This project involves a Sanitary Sewer Evaluation Study (SSES) on approximately 45,000 linear feet of pipe to identify areas where unwanted groundwater or stormwater can infiltrate the sanitary sewer system.  From the SSES, approximately 33,000 linear feet of sewer and service pipeline and the associated manholes will be rehabilitated.  These repairs will help reduce sanitary sewer overflows in the area.

Construction is expected to completed in Winter, 2017.

 

Focused SSES and Rehabilitation - South Chickamauga Creek 1
Current Project Phase:  Design
This project involves a Sanitary Sewer Evaluation Study (SSES) on approximately 69,000 linear feet of pipe to identify areas where unwanted groundwater or stormwater can infiltrate the sanitary sewer system and the subsequent rehabilitation of defective pipe identified from the evaluation.  These repairs will help reduce sanitary sewer overflows in the area.

Construction is expected to begin in Winter, 2017.

 

Focused SSES and Rehabilitation - South Chickamauga Creek 5
Current Project Phase:  Design
This project involves a Sanitary Sewer Evaluation Study (SSES) on approximately 55,000 linear feet of pipe to identify areas where groundwater or stormwater can infiltrate the sewer system and subsequent rehabilitation of defective pipe identified from the evaluation.  These repairs will help reduce sanitary sewer overflows in the area.

Construction is expected to begin in Winter, 2017.

 

Friar's Branch Pump Station Improvements
Current Project Phase:  Bidding
This project involves making improvements to the Friar's Branch Pump Station that include the replacement and upgrade of the pumps, piping, valves and instrumentation at the current facility.  The upgrades will allow the station to increase its capacity, performance and reliability and to help to reduce sanitary sewer overflows in the area.

Construction is expected to begin in Winter, 2016.

 

Friar's Branch Basin Improvements
Current Project Phase:  Design
This project involves a Sanitary Sewer Evaluation Study (SSES) on approximately 214,100 linear feet of pipe to identify areas where groundwater or stormwater can infiltrate the sewer system and subsequent rehabilitation of defective pipe identified from the evaluation. These repairs will help reduce sanitary sewer overflows in the area.
Construction is expected to begin in Winter, 2017.

 

Friar's Branch and South Chickamauga Creek 5 Interceptor Rehabilitation
Current Project Phase:  Design
This project involves the rehabilitation of approximately 9,500 linear feet of pipe in the Friar's Branch and South Chickamauga Creek 5 Sub Basins using trenchless rehabilitation techniques.  These repairs will help reduce sanitary sewer overflows in the area.

Construction is expected to begin in Winter, 2017.

 

Highland Park Green Infrastructure Demonstration Project
Current Project Phase:  Design
This project involves upgrades to the existing stormwater management system in an area of the Highland Park neighborhood through the use of Green Infrastructure methods.  This may include streetscapes, tree boxes and pervious pavement.  Pervious pavement allows stormwater to seep into the ground which reduces stormwater runoff.  These upgrades are designed to improve the water quality in the Dobbs Branch stream by using natural materials and vegetation that slows and filters stormwater runoff.

Construction is expected to begin in Spring, 2017.

 

Highland Park Sewer Rehabilitation
Current Project Phase:  Construction
This project involves a Sanitary Sewer Evaluation Study (SSES) on approximately 54,000 linear feet of pipe to identify areas where unwanted groundwater or stormwater can infiltrate the sanitary sewer system.  From the SSES, approximately 35,000 linear feet of sewer and service pipeline and the associated manholes will be rehabilitated. These repairs will help reduce sanitary sewer overflows in the area.

Construction is expected to be compleed in Summer, 2017.

 

Moccasin Bend Wastewater Treatment Plant (MBWWTP)
Control Room Upgrades
Current Project Phase:  Design 
This project involves an upgrade to the existing MBWWTP Control Room with improvements to better manage the Waste Resources Division's system through the Supervisory Control and Data Acquisition (SCADA) System.  The upgrades will allow the City to utilize the space more efficiently and install new consoles and screens for operational staff, as well as provide new office space.
Construction is expected to begin in Summer, 2017.

 

Moccasin Bend Wastewater Treatment Plant (MBWWTP)
Hydraulic and Pump Improvements
Current Project Phase:  Construction
This project involves making improvements to the Moccasin Bend Wastewater Treatment Plant (MBWWTP) including replacing and/or rehabilitating pumps, valves, electrical components and instrumentation at several pump stations within the MBWWTP.  These improvements and upgrades will increase the capacity, performance and reliability of the pump stations and help to reduce sanitary sewer overflows (SSOs) in the collection system. 

Construction is expected to be completed in Fall, 2016.

 

Moccasin Bend Wastewater Treatment Plant (MBWWTP)
Bar and Fine Screen Replacements
Current Project Phase:  Construction
This project involves making improvements to the Moccasin Bend Wastewater Treatment Plant (MBWWTP), including the replacement of screens used as part of the wastewater treatment process with a more efficient option.  These improvements and upgrades will increase the capacity, performance and reliability of the screening operations and help to reduce sanitary sewer overflows in the collection system.

Construction is expected to be completed in Fall, 2016.

 

Moccasin Bend Wastewater Treatment Plant (MBWWTP) Detritors Rehabilitation
Current Project Phase:  Design
This project involves making improvements to the Moccasin Bend Wastewater Treatment Plant (MBWWTP) including the rehabilitation and upgrade of the influent grit detritors and related splitter box (influent screening equipment).  These improvements and upgrades will increase the capacity, performance and reliability of the screening operations and help to reduce sanitary sewer overflows in the collection system.

Construction is expected to begin in Winter, 2017.


 
Moccasin Bend Wastewater Treatment Plant (MBWWTP)
Secondary Clarifier Upgrade and Additions
Current Project Phase:  Bidding
This project involves making improvements to the Moccasin Bend Wastewater Treatment Plant (MBWWTP), including the construction of two new secondary clarifiers and associated piping, valves and instrumentation.   These additional improvements are designed to improve the capacity of the MBWWTP which will help to reduce sanitary sewer overflows (SSOs) in the collection system.

Construction is expected to begin in Fall, 2016.

 

Moccasin Bend Wastewater Treatment Plant (MBWWTP)
Telemetry and SCADA Upgrade
Current Project Phase:  Bidding
This project involves upgrading the telemetry (remote monitoring) equipment used to monitor 99 sewage, stormwater pump stations and combined sewer overflow treatment facilities (CSOTF) located throughout Chattanooga's sewer system.  These upgrades are necessary to improve communication and operational reliability between facilities and the MBWWTP which will help to reduce sanitary sewer overflows in the collection system.

Construction is expected to begin in Winterl, 2016.

 

Orchard Knob Pump Station Improvements
Current Project Phase: Construction
This project involves making improvements to the Orchard Knob Pump Station including the replacement and upgrade of the existing pumps, piping, valves, electrical and instrumentation equipment. These upgrades will allow the station to increase its capacity, performance and reliability and help to reduce sanitary sewer overflows (SSOs) in the area.

Construction is expected to begin in Spring, 2017.

 

South Chickamauga Creek Pump Station Phase II
and Spring Creek Pump Station Upgrades 
Current Project Phase: Construction
This project includes the rehabilitation, replacement and upgrade of gates and bar screens at the South Chickamauga Creek Pump Station. This project will also examine upgrades for the Spring Creek Pump Station that will allow it to increase its capacity, performance and reliability and help to reduce sanitary sewer overflows (SSOs) in the area

Completed Projects

Altamont Pump Station Improvements and Sewer Rehabilitation
This project included the upgrade of the existing pump station with electrical controls and instrumentation, valves and piping, a new back-up power generator, lighting and other related equipment. Additionally, approximately 15,207 feet of sewer and service pipelines were repaired utilizing trenchless rehabilitation techniques as the main process. Manhole rehabilitation was also part of this project with 58 manholes repaired.
 
 
Automation of Valve Operators at Combined Sewer Overflow (CSO) Facilities
This project involved the installation of automated sluice gates and control systems at the 19th Street and Carter Street CSO Facilities to improve the operation of the facilities by preventing dry weather overflows.
 
Carter Street Combined Sewer Overflow Treatment Facility
Sewer Outfall Replacement
This project involved the rehabilitation of approximately 400 linear feet of 72" diameter corrugated metal pipe outfall using trenchless rehabilitation techniques and includes the installation of end walls and bank stabilization.  These repairs restored capacity to the facility and helps to reduce sanitary sewer overflows.
 
Citico Creek Interceptor Rehabilitation
This project included the rehabilitation of approximately 4,200 linear feet of sanitary sewer pipe using trenchless rehabilitation techniques as the main process. Manhole rehabilitation was also part of this project with 23 manholes repaired or replaced.
 
 
East Brainerd and South Chickamauga Creek Collection System Rehabilitation
This project involved performing a Sanitary Sewer Evaluation Study (SSES) on approximately 255,000 feet of pipe to identify areas where unwanted groundwater or stormwater could infiltrate the sanitary sewer system. From the SSES, approximately 43,169 feet of sewer and service piplelines and 87 manholes were repaired or replaced. These repairs will help reduce sanitary sewer overflows in the area.
 
Moccasin Bend Wastewater Treatment Plant (MBWWTP) Backup Electrical Power
This project involved the installation of emergency generator backup electrical power to selected MBWWTP areas and pump stations to minimize the disrupted electrical service during power outages.  The installation of backup generators will aid in reducing sanitary sewer overflows (SSOs) from these facilities due to power failure.
 
Pineville Pump Station and Sewer Basin Improvements
This project involved the replacement of the existing Pineville Road Pump Station. Additionally, approximately 3,198 feet of sewer and service pipelines and 21 manholes in the area were repaired using trenchless rehabilitation techniques.  The upgrades will allow the station to increase its capacity, performance and reliability and help to reduce sanitary sewer overflows in the area.
 
 
South Chickamauga Creek Pump Station and Force Main Upgrade
This project involved the replacement of large diameter valves, the upgrade of the heating, ventilation, and air conditioning system (HVAC) and other upgrades to the South Chickamauga Creek pump station.  The upgrades will allow the station to improve performance and reliability and help to reduce sanitary sewer overflows (SSOs) in the area.
 
Tannery Flats Interceptor Rehabilitation
This project involved a Sanitary Sewer Evaluation Study (SSES) and rehabilitation of approximately 6,400 feet of pipe using trenchless rehabilitation techniques. These repairs will help reduce sanitary sewer overflows in the area and will increase overall collection system capacity to the MBWWTP.
 
 
Chattanooga Creek Interceptor Rehabilitation
This project involves a Sanitary Sewer Evaluation Study (SSES) and rehabilitation of approximately 6,900 feet of pipe using trenchless rehabilitation techniques. These repairs will help reduce sanitary sewer overflows in the area and increase overall collection system capacity to the MBWWTP.
 
Moccasin Bend Wastewater Treatment Plant (MBWWTP)
Effluent Disinfection System Upgrade
This project involves making improvements to the Moccasin Bend Wastewater Treatment Plant (MBWWTP), including the replacement of the existing disinfection system with a new upgraded system. Additionally, the project includes installation of storage tanks, a containment area, feed pumps and building, piping, valves, electrical and instrumentation equipment. These improvements and upgrades will increase capacity, performance and reliability of the disinfection operations at the MBWWTP.
